DCS Corp has an exciting opportunity for a Junior Real Property Specialist providing support to the Air Force Life Cycle Management Center (AFLCMC/HBD), Theater Battle Control DivisionThe Theater Battle Control Division manages efforts focused on developing, acquiring, fielding and sustaining programs that support worldwide communications, Battle Management, Command & Control, Intelligence, Surveillance & Reconnaissance (C2ISR), Tactical Air Control, Air/Ground Surveillance, Time Critical Targeting, Combat Identification, Radar Imagery, Integrated Air/Missile Defense, and Mobile/Fixed C2ISR Performance, Exploitation & Dissemination FacilitiesThis is a full time position located in Mountain Home, IDEssential Job Functions:--- The applicant shall provide Real Property support services to assist the government Real Property Accountable Officer and Real Property Specialist with the full complement of responsibilities involving real property acquisition, management, utilization, inventory, and disposal transactions.--- The applicant Real Property Specialist will provide a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property in assistance to the Real Property Office (RPO) and under oversight of the Real Property Accountable Officer (RPAO)The applicant shall demonstrate proficiency in handling real estate management and possess knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics.--- Conducts physical inventories (including plants and systems, real property installed equipment, occupants, and facility footprints) to ensure accurate assignment information and/or compliance inspections of installation leased or federally owned facilities every five years; every three years for historic property.--- Recommends alternative uses of space, in coordination with the Space Planner, which would not involve costs more than the benefit gained by the realignment, as well as consolidation and/or demolition.--- Completes studies on requirements for in grants, out grants, and withdrawn public landsAccepts space/land use requests, reviews, and recommends use of federal land by other individuals, businesses, or municipalities for diverse uses and/or new and realigned mission requests.--- Assists with surveys, documents, and updates non-spatial data in the applicable space reporting tool as required or during routine inventories in coordination with Community Planners, Space Planner, Geographic Information Systems (GIS) and CAD technicians/engineering assistants to maintain accurate, up-to-date, detailed real property data/floor plans in the database.--- The applicant Real Property Specialist will provide for real property inventory maintenance, reporting, and data analysis and reports results to the RPOAssists the RPAO account for land under the control of the installationReconciles installation real property records with appropriate agencies and tenantsResearch problems covered within the terms of leases or other authorizing documents with conditions such as equipment malfunctions (e.g., elevators, heating, or air conditioning systems), building maintenance, building security, modifications in rental rates, and/or unanticipated changes in space needsAnalyzes requests for space or services that may include various kinds of concessions, services, public parks, recreation programs, and/or fish and wildlife initiatives, etc., and makes appropriate recommendationsDetermines use of land both on and off the installation in coordination with the Community PlannerReviews and updates installation and off-installation site real property accountability records.--- The applicant Real Property Specialist will assist the RPO acquires interest in real property and use rights involving a combination of complicating factorsAssists in determining the appropriate real property interest to be acquired, highest and best use of property, as well as technical guidance to satisfy the requirements for specific projectsUtilizes knowledge of, legal procedures, regulations, instructions, and directives to identify agency property management responsibilitiesEnsures that all aspects of acquisition transactions are in the best interest of the installation, command, and Air ForceProvides advice to the RPAO on real property acquisitions and ensures all necessary coordination is obtained, to include initiation and evaluation of environmental documentationEnsures all real property acquisition is in accordance with delegated authorities.--- The applicant Real Property Specialist prepares value estimates and rental determinations for out grant requests including easements, leases, permits, etc., for use between city governments, counties, state, federal agencies, and private landowners and the installationDrafts and finalizes out grants with city, county, state, federal and private landowners so that transactions are cost effective, withstand scrutiny from legal challenges, and are in accordance with all delegated authoritiesDetermines if grantees are complying with out grant terms, identifies, and reports non-compliance issues to the RPAOReviews, coordinates, and ensures copies of all CE-specific support agreements are maintained; assesses conflicts within multi-use, out granted facilities and provides appropriate recommendationsRequired Skills: Due to the sensitivity of customer related requirements, U.SCitizenship is requiredA High School Diploma plus 5 years of rela ted experienceAn adjudicated DoD Secret Security clearance on the First Day of employmentKnowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state and local government procedures and appropriate statutes and policiesKnowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and recordsKnowledge of in grant/out grant procedures and required documentationKnowledge of property disposal policies and proceduresSkill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendationsKnowledge of commonly used contracting rules, regulations, and procedures to acquire interests in or dispose of propertiesBasic knowledge of environmental laws and regulations to determine the appropriateness of alternative uses of land or property considering the presence of hazardous waste and the impact on cost effectiveness of acquisition or disposal projects.
